The importance of transparency and the increasing participation of citizens in public affairs are the basis for quality public management. This paper undertakes an evaluation of the first decade of the approval of Law 19/2013, of 9 December, on transparency, access to public information and good governance, through the most important reflections of the doctrine in this regard. To this end, the impact that the Law has on active publicity and the right of access to public information in the legislation on common administrative procedure, public procurement and artificial intelligence will be studied. The difficulties in reconciling the application of different rules on transparency, the shortcomings of the current regulation and the problems arising from the use of disruptive technologies in public administrations are some of the issues to which this article will attempt to provide an answer.
