Abstract

The technological revolution has led to the emergence of new phenomena of aggression against rights and freedoms, which demand to be taken into account and remedied. The COVID-19 pandemic has highlighted the challenges facing 21st century society as a result of digitization. It is in this context that the European Commission approves the 2021-2027 Digital Europe Program that seeks, as a general objective, to support the digital transformation of the European economy and society and thus, transfer its benefits to European citizens and companies. . Based on the objectives established by the Program, the axes on which this contribution will pivot are artificial intelligence techniques and their invasion of fundamental rights, the trust of citizens with public institutions, closely related to transparency and the ability to adaptation of societies to technological changes.
