Abstract

In the present contribution, taking as its essence the legitimating function of the system that underlies the representation function, the main characteristics of the Spanish electoral system will be analyzed from a propositive perspective, to introduce as the culmination the main novelties in electoral regulation in the face of elections of 2019, fundamentally the extension of the right of suffrage to people with intellectual disabilities. The celebration of European elections in this same year will be the central theme of the second part, which offers a unifying synthesis of the legal regime of European elections. Likewise, the reform of the European Electoral Act of 1976 is addressed, mainly in the obligation to establish electoral barriers, as well as the consequences that for the European Parliament will mean the withdrawal of the United Kingdom from the European Union for the 2019-2024 term.
