Abstract

The experience gained during the health and economic crisis caused by COVID-19 regarding the use of reductions in working hours and suspensions of contracts, as a way to contain the resort to dismissals for business reasons, has led to the replication of some of its solutions through the ordinary management measures provide for in article 47 of the Workers Statute. But the legislator wanted to go further and complete its commitment to internal flexibility by providing it, also, with and extraordinary but stable framework that the Council of Ministers can implement in the face of unfavourable macroeconomic situations, or to deal with sectorial transition processes that require professional retraining initiatives. In this way, the RED Mechanism will manage, through the creation of an ad hoc Fund, the significant range of public aid available to companies and workers affected by the circumstances that have justified its activation in the specific case, consisting of exemptions from contributions and access to Social Security benefits.
