Zusammenfassung
Faced with the rampant pandemic situation, the Spanish government declared a state of alarm in march 2020 with measures so drastic that they changed the vital aspect of towns and cities. A study of how this situation was dealt with in other states and of the resources offered by the Spanish constitutional order and their use is the essence of this reflection.
