Resumo

The design of a new non-contributory benefit aimed at providing a minimum income to cover the most basic needs of individuals or families has needed (and continues to need) appropriate adjustments and revisions. The following pages analyse the foundations on which this social security benefit is built, with the ultimate aim of overcoming the situation of economic vulnerability and achieving full social inclusion for all beneficiaries as a cross-cutting idea. However, it will also highlight the gaps and loopholes in the protection that still exist, pending the appropriate regulatory development.
